Riot Games API deprecated GET /lol/summoner/v4/summoners/by-name/{} without giving a shutdown date yet.

The provider deprecated the GET /lol/summoner/v4/summoners/by-name/{} endpoint on October 16, 2023, without a shutdown date. The provider discourages using these calls since they will be removed in the future, after which they fail.

## What to use instead

Resolve the Riot ID with GET /riot/account/v1/accounts/by-riot-id/{gameName}/{tagLine} on a regional host, then call GET /lol/summoner/v4/summoners/by-puuid/{encryptedPUUID}.
