Docker Hub API deprecated POST /v2/repositories without giving a shutdown date yet.

The provider deprecated POST /v2/repositories without a shutdown date. Calls hitting POST /v2/repositories will fail. The endpoint is replaced by Create repository.

## What to use instead

Create the repository with POST /v2/namespaces/{namespace}/repositories instead.
